Mrs. Thelma Efua Quaye is a proactive and results-oriented individual with a talent for driving projects from conception to successful implementation. She possesses the ability to adapt and thrive in dynamic work environments and exhibits strong interpersonal and networking skills. With fourteen (14) years of experience in various senior managerial roles, she brings a wealth of international and multicultural expertise to her work.
Currently, Mrs. Quaye serves as the Chief Digital Infrastructure, Skills, and Empowerment Officer at the Smart Africa Secretariat in Kigali, Rwanda. In this capacity, she actively supports African governments in their efforts to transition their economies into the digital era by focusing on crucial elements such as digital infrastructure, capacity building, and empowerment of women and girls in the field of ICT.
Before joining the Smart Africa Secretariat in 2019, Mrs. Quaye held the position of Head of Business at Code Factory Africa in Accra. Additionally, she served as the Technical Integration Director at Airtel Ghana Limited from November 2017 to January 2018.
Mrs. Quaye’s educational background includes a Bachelor of Science degree in Electrical and Electronic Engineering from KNUST and a Master’s Degree in Business Administration Laws from the Paris Graduate School of Management in France. She has also pursued various professional development and training programs to enhance her skills and knowledge in her field.
