Eva Esselba Mends is a renowned Ghanaian economist who made history as the first Ghanaian woman to be appointed as the director of budget at the Ministry of Finance in Ghana. Her appointment to the position was made in May 2017 by the government, a feat that attests to her impeccable skills in the finance and budget management sector.
Mends is a graduate of the University of Ghana, where she earned a degree in Political Science with Economics. She furthered her education with an executive master’s degree in Public Administration from Ghana Institute of Management and Public Administration. She also took some short courses at Harvard and Duke Universities to enhance her skills in her chosen field.
With over 30 years of experience in the finance ministry, Mends has held various positions including Head of The Americas Desk in 1998, Head of Budget Development in 2006, and Group Head of Public Financial Management reforms in 2013. She is reputed to have spearheaded major reforms such as gender-responsive budgeting, Program-Based Budgeting, and the development of the new Public Financial Management Act.
As the Director of Budget at the Ministry of Finance, Mends made significant contributions towards the management of the country’s finances. She served in this position until January 2019, after which she was appointed as the Coordinating Director of the Ministry of Finance, a position she currently holds.
Mends has received numerous accolades for her outstanding contributions to the finance sector in Ghana. She is highly respected for her dedication, hard work, and commitment to excellence, and she continues to inspire many women to pursue careers in finance and budget management.
